Birkenhead, Beeston, Rotherham, Dronfield and Wallasey take the five highest positions nationally, with towns serving Liverpool and Sheffield particularly prominent at the top of the table.

Birkenhead tops the table as best UK commuter town

Birkenhead takes first place in the 2026 index, scoring 83 out of 100. The Liverpool commuter town combines the lowest average property price of all 66 locations analysed, £148,911, with an average monthly rent of £845. A smooth commute also boosts Birkenhead’s appeal - the fastest journey into Liverpool takes just seven minutes, with a single fare costing £4. 

Nottingham commuter town Beeston takes second place despite an average property price of £286,685, almost twice Birkenhead’s. Its seven-minute, £3 commute, alongside comparatively strong earnings and quality-of-life scores, all helped it scoop silver.

Sheffield commuter locations take the next two positions: Rotherham ranks third with an average house price of £190,000, average monthly rent of £679 and a 16-minute journey costing £2.10. Dronfield comes fourth. Despite a considerably higher average property price of £313,747, it offers a 10-minute journey into Sheffield.

Six of Britain’s 10 highest-ranking commuter towns serve just two cities: Liverpool and Sheffield. Birkenhead, Wallasey, and Widnes represent Liverpool, while Rotherham, Dronfield, and Barnsley provide the highest-ranking options for commuters into Sheffield. Affordability is a major factor in their performance. Five of these six towns have average house prices below £215,000, including Birkenhead at £148,911, Barnsley at £174,000, and Wallasey at £182,475.

However, lower house prices don’t always mean sacrificing an easy journey to work. Birkenhead offers a seven-minute journey into Liverpool; for Sheffield commuters, Dronfield is 10 minutes away, and Rotherham 16 minutes. Buyers looking beyond the city itself may be able to find more affordable property without automatically taking on a lengthy commute.

Same city, very different value: Manchester
Even commuter towns serving the same city can offer buyers very different trade-offs between property prices, journey time, and travel costs. 

Stockport ranks highest among Manchester commuter towns at 18th overall. Its average property price is £318,000, but commuters benefit from a 10-minute journey costing £4.10.

Bolton offers a more affordability-focused alternative, with an average property price of £200,000. The trade-off is a 23-minute commute, though it’s good value at £3.10.

Macclesfield has an average property price of £305,651 and a 23-minute journey, but the £12.50 fare makes commuting more expensive.

Wilmslow and Altrincham sit at the premium end of the market, with average property prices exceeding £560,000 and commutes of around 30 minutes.

The comparison shows why value means different things to different buyers. Someone focused on keeping their purchase price and deposit down may choose Bolton, but a regular commuter might decide that Stockport’s higher house prices are worth the significantly shorter journey.

Rather than treating locations around a city as a single commuter market, comparing towns can reveal very different combinations of housing affordability and commuting convenience.

London’s commuter premium remains steep, with property prices over 4x more expensive

The affordability divide is clearest in the capital: all 14 London commuter locations analysed occupy the bottom 14 positions in the index, suggesting that the traditional London commuter belt demands a considerable premium in housing and travel costs.

Property prices are an obvious factor. An average home costs £638,000 in St Albans - more than four times the average property in Birkenhead. Even the more affordable options around London remain significantly more expensive than the cheapest commuter towns elsewhere. 

Housing is only part of that premium. Some of the most expensive individual journeys in Pepper Money’s analysis were also found around London, including £35.10 from Reading, £34.50 from Maidstone and £31.10 from Sevenoaks.

The bright spot for London commuters is that salaries are often higher, too. St Albans has the highest median salary in the index at £53,829, followed by Epsom at £50,121, compared to median earnings of £36,355 in first-place Birkenhead.

However, the overall rankings demonstrate that higher earnings alone may not outweigh the combined impact of bigger housing and commuting costs. Higher salaries can support greater borrowing, but that advantage could be reduced when buyers also face significantly higher house prices, rents, and travel costs.

Don’t ignore journey times
Moving outside a city doesn’t have to mean spending significantly longer travelling to work. Looking at actual journey times rather than distance alone will broaden your search and could reveal surprisingly well-connected locations.

  • Birkenhead and Beeston both offer the fastest journey of just seven minutes.
  • Keynsham to Bristol takes eight minutes.
  • Solihull to Birmingham takes nine minutes.
  • Dronfield to Sheffield and Stockport to Manchester both take 10 minutes.

These examples prove that distance from a city and accessibility aren’t always the same thing. A town that looks further away on the map may benefit from a faster rail connection, while somewhere closer as the crow flies could have a slower or more expensive journey.

Hybrid working has given some employees greater flexibility over where they live. Recent Statista data suggests approximately a quarter of Brits have a hybrid working pattern in 2026, but growing expectations around office attendance mean the commute remains a key consideration. 

How heavily buyers need to prioritise journey time and fares will depend partly on how often they travel. Someone travelling into the office a few days a week may be more willing to accept a longer or more expensive journey in exchange for a more affordable home, but a five-day commuter may place much greater value on a fast, inexpensive connection.

What does this mean for first-time buyers?

For first-time buyers, the differences between commuter towns can have implications beyond monthly mortgage repayments. Some of the lowest average property prices in the index include:

  • Birkenhead: £148,911
  • Doncaster: £173,000
  • Barnsley: £174,000
  • Wallasey: £182,475

A lower purchase price can also reduce the deposit required at a given loan-to-value, potentially making some locations more accessible to buyers building their first deposit.

For those still saving to buy, rental costs are another consideration. Average monthly rents across the locations analysed range wildly, from £670 in Barnsley to £1,931 in St Albans.

Looking at more affordable commuter locations could therefore offer prospective first-time buyers a double benefit: access to lower-priced properties and a potential reduction in rental costs as they save towards a deposit.

However, a lower property price doesn’t automatically make a home affordable for every buyer. The mortgage available to an individual will depend on their income, deposit, existing financial commitments, and the lender’s affordability assessment.
